Many USDA-approved kennels keep their dogs in near total darkness. Dog-breeding inspection legislation is being looked at to protect dogs in puppy mills (this will not affect hobby breeders). Thousands of dogs live in small areas with only wired bottom cages. They live in outdoor elements, rain, wind, cold (snow) and heat. Many have no shelter from the elements.
