According to canon 383 §2, if I have faithful of a different (Eastern) rite within this diocese, I am to provide for their spiritual needs. Ideally, that would be through priests and parishes of their own. However, if that is not possible, I am to do all within my power to ensure that the pastoral needs of Eastern Rite Catholics within the Diocese of Davenport are met.
It is therefore with great joy that I acknowledge and support the founding of an Eastern Rite Mission at St. Joseph Church in West Liberty, Iowa, a parish of the Latin Diocese of Davenport. I acknowledge that the Mission will come under the authority of Bishop John Kudrick of Parma for the Ruthenian (Byzantine) Catholic Church and his successors.
During the time that this community is deprived of the regular ministry of a priest from one of the Eastern Catholic Churches, primary liturgical ministry will be exercised by Deacon Sergio Ayala of the Melkite Greek Catholic Church, with the permission of his eparch, Bishop Nicholas Samra, and his successors, or another deacon named by the Eparch of Parma for the Ruthenian (Byzantine) Catholic Church.
As a result, the Divine Liturgy will not be able to be celebrated each Sunday. Instead, the Rite for Holy Communion without a Priest (Typika) will be celebrated under the presidency of a deacon, using Bread consecrated at the Saturday evening Roman Rite Mass, and prepared in accord with the pertinent rubrics.
The Eastern Catholic churches enjoy their own liturgical patrimony, which is to be honored and preserved. To that end, for the spiritual good of the faithful, and in accord with canons 85 and 87 of the Latin Code of Canon Law, I hereby grant the following dispensation:
Any priest of the Latin Catholic Church who presides at the Mass at St. Joseph Church, West Liberty, during which bread is to be consecrated for use in the Typika Rite to be celebrated there has the permission to consecrate leavened bread (prepared in accord with the norms of the Eastern Churches; see the Code of Canons of the Eastern Churches, canons 706-707) as part of the Roman Rite (Latin Catholic) Mass.
The consecrated bread is to be reserved in the Tabernacle for no more than one day, to prevent any spoilage.
The leavened bread consecrated for use by the Eastern Catholic community shall not be distributed for Communion during any Roman Rite liturgy.

En cambio, el Rito de la Santa Comunión sin un sacerdote (typika) será celebrada bajo la presidencia de un diácono, usando el pan que se ha consagrado en la tarde del sábado, según el Rito de la Misa Romana, y preparado de acuerdo con las rubricas pertinentes.
Las Iglesias Católicas Orientales disfrutan de sus propios patrimonios litúrgicos, los cuales deben ser honrados y preservados. A tal fin, por el bien espiritual de los creyentes y en concordancia con los cánones 85 y 87 del Código del Derecho Canónico, yo otorgo la siguiente dispensación:
Cualquier sacerdote del Rito Latino de la Iglesia Católica, quien presida la Misa en la parroquia de San José, West Liberty, durante la cual el pan para consagrar que será usado en el Rito de Typika que se celebrará allí, tiene el permiso para consagrar el pan con levadura (preparado de acuerdo con las normas de las Iglesias Orientales; ver el Código de los cánones de las Iglesias Orientales, cánones 706-707) como parte de la Misa del Rito Romano (Rito Latino Católico).
El Pan Consagrado se reservará en el Tabernáculo por no más de un día, para evitar cualquier deterioro.
El pan con levadura consagrado será usado por la comunidad Católica Oriental, no será distribuido como Comunión durante la liturgia en el Rito Romano.
